Analysis of the role of management plan for the Banabuiú hydrographic region in articulation with the objectives of sustainnable development (ONU)

The article aims to reflect on the role of Programs and Actions in the Banabuiú River Hydrographic Region, which is part of the Watershed Management Plan (PGRH), in articulating the Sustainable Development Goals (SDGs) proposed by the United Nations (UN). The discourse analysis adapted from Phillips and Lowrence (2004) was used, focusing on the discourse in the PGRH and analyzing a set of selected terms associated with the SDGs related to water use, scarcity, and availability. The application of the analytical model revealed data based on the Action Plans of the aforementioned sub-basin, highlighting an integrative perspective between the PGRH and the SDGs. The analysis showed that not only are some selected terms absent in certain actions, but the frequency of some terms is minimal. This indicates a relevant but not priority concern with fulfilling the 2030 Agenda, demonstrating an anxiety to solve the problems amidst the water scarcity scenario experienced by the hydrographic basin region. The research results are significant for the planning and management of water resources, improving the designation of Programs and Actions in the Banabuiú River Hydrographic Region. Consequently, they contribute to enhancing the evaluation and decision-making processes of water resource management bodies.
